Ensure Early Reading Progress
The mandates of NCLB require grade-level reading proficiency for all students by the end of third grade. Reading First defines the standards for successful early reading programs. All curriculum and supplemental materials funded under Reading First must be:
- Based on scientific research
- Offer instruction in five key areas—phonemic awareness, phonics, fluency, vocabulary, and reading comprehension— identified by the National Reading Panel.
- Include screening, diagnostic, and classroom-based instructional assessments for all reading instruction
